As per my view freelancing is great experience to get engaged and get new ideas from all around the world and creating new and interesting projects which also helps to promote yourself and get more beautiful projects in future.
It depends on project and effort you put in creating the projects. projects with higher value for example creating a game I would charge per project and small projects like creating a template or editing you could as per hour as it would be reasonable for retailer as well as effective for you.
Its my thought though..
